別人别人 biérén is “other people”. 咱們咱们 zánmen is “we” — but only the kind of “we” that includes you, the listener.

別人别人 biérén means “other people”, “others” or “someone else” — anyone except the speaker (and the people the speaker is talking about). It can be the subject, the object, or take 的的 de for “other people’s”.
別人想什麼不重要。别人想什么不重要。

你喜歡，別人不一定也喜歡。你喜欢，别人不一定也喜欢。
You like it, but others may not necessarily like it.

2Inclusive “We” — 咱們咱们 zánmen
咱們咱们 zánmen also means “we / us”, but it always includes the person you’re talking to: “you and I (and maybe others)”. It is casual and spoken, and it’s perfect for suggestions — “let’s…”.
咱們走吧！咱们走吧！
Let’s go!
咱們一起吃飯吧。咱们一块儿吃饭吧。
Let’s eat together.

咱們咱们 zánmen is mainly heard in northern China. In Taiwan most people simply say 我們我们 wǒmen for both meanings. You may also hear the short form 咱咱 zán on its own:

The listeners are staying behind, so they aren’t part of “we”. 咱們咱们 zánmen can’t leave them out — use 我們我们 wǒmen.

別人别人 biérén can already mean many people, so it never takes 們们 men.
