The Financial Times reports that Trump has repeatedly praised Xi as a “great leader,” and meeting him in person at the airport will be a historic moment in their relationship. In 2020, the last year of his first term, Trump blamed Beijing for the COVID-19 pandemic and let the hawks push through measures they had long wanted — but that was an exception. Since returning to the White House in 2025, Trump has again and again disappointed officials who hoped he would return to his tough 2020 stance on China, and he has put even more weight on keeping good relations with Xi.

At first, Beijing still had reason to be wary, because Trump appointed several China critics to key national security posts: Marco Rubio as Secretary of State, Mike Waltz as National Security Adviser, and John Ratcliffe as Director of the CIA. China, however, had long been ready for Trump’s return. After Trump launched a global trade war in April 2025 and slapped sweeping new tariffs on China, Beijing hit back hard. Global markets were shaken, and the turmoil even reached U.S. Treasury bonds. China then brought out an even more powerful weapon: it slowed exports of critical metals needed for everything from phones to missiles. This exposed a U.S. weakness and became a key turning point for Washington’s China hawks.
